Explosives application forms

         There are four application forms depending on the use and type of explosive needed: 

Application Form - ER2

Should be used for applications to store between 15kg and 2000kg of explosives In certain circumstances, depending on the hazard type and the amount of explosives to be kept, it may be necessary for the store to be either registered or licensed.

  • If you know this to be a case, please download the ER2 form . If you are not sure, please contact the unit for advice. A fee is normally charged for registered or licensed stores.

  • If you wish to store more than 2000kg of explosives, you should make your application to the Health and Safety Executive.

Application Form - ER4a

For individuals wishing to use black powder in their own firearms or shotguns, or for historic re-enactment events.

  • Use this form for an ‘acquire only’ or an ‘acquire and keep’ certificate for black powder.
  • Not applicable to clubs, societies, or organisations or for any explosive other than black powder.

Application Form - ER4

For companies, clubs and societies, powder masters or users.

  • Not applicable for personally held firearms and shotguns, or historic re-enactment when using black powder only.

Application Form - ER4b

Similar to Form ER4a but should be used when renewing an explosives certificate at the same time as a firearm or shotgun certificate.

Firearm and Shotgun Applications -

These can be submitted via our online application form but at this time you will still need to submit the ER4 A/B via paper application.

It is important to use the correct form – if you are in any doubt, please contact the Explosives Licensing Team for advice using the Contact Us form.

Please allow at least 60 days for your application to be processed. 

Sometimes, the police will ask for more information if you haven’t given enough detail on the form for a certificate to be granted.

Police will visit you before any first time ‘acquire and keep’ certificate is granted and may then visit at subsequent renewals; they will assess the application and advise you about secure storage of the explosive.

All applicants applying for an explosives certificate to acquire only where the application is for a grant will be visited to ensure that they fulfil the criteria for a ‘fit and responsible person’.
